Introduction

The project "Reforming Fiscal Governance in the Fisheries Sector" is a one-year Action that will present an evaluation of the current public fiscal management in the Philippine Fisheries Sector. The European Union’s Small Projects Facility will finance the promotion and development of this Action.

 
The Action will be implemented in the following areas:
 

Provinces and municipalities:

  1. Metro Manila (National Capital Region);
  2. Bicol Region (Region V);
  3. Central Visayas (Region VII); and
  4. Southern Tagalog (Region IV).

These areas have been the sites of Tambuyog Development Center and other allied fisherfolk networks’ community-based programs in recent years.

 
Objectives
 
The overall objective of this Action is to develop participatory and accountable public fiscal governance in the Philippine fisheries sector that is relevant to the needs of the municipal fisherfolk and small-scale fisheries. 

The specific objective is to advance the reforms in fisheries fiscal governance in the different government units covered by this Action.

 
Results and Outputs
 
1. On target groups:
  • Formulated strategic advocacy plan for municipal fisherfolk organizations and FFRA network

2. Publications and other outputs

  • One (1) journal on evaluation of fiscal governance and corresponding policy framework; two (2) research monographs on the analyses of existing public fiscal management in fisheries at the national, regional or local level; and one (1) video on the state of fiscal governance and proposed reforms in the fisheries sector

In the long run, the FFRA as a network can carry out the policy reform package as post-Action activities like lobbying and consultations with public officials at the local and national level. The policy proposals are expected to gradually lead to actual fiscal reforms in the fisheries sector.

 
The EU- Philippines Small Projects Facility is an initiative of the European Commission to promote co-operation between the Philippines and the European Union.  The program supports innovative projects in areas of join interest to the Philippines and the EU.
